Supply Chain Manager / Algeria

Job Summary:

The
Supply Chain Manager
is responsible for leading
procurement and strategic sourcing activities
, ensuring
cost-effective, high-quality, and timely acquisition
of goods and services. This role focuses on
vendor management, contract negotiation, and category management
to support operational efficiency, with a strong emphasis on
local content compliance and customs regulations in Algeria
.

Key Responsibilities:

1. Strategic Sourcing

  • Develop and implement
    strategic sourcing plans
    for key categories (e.g., equipment, services, IT).
  • Lead
    vendor selection, negotiation, and contract management
    to optimize cost and quality.
  • Drive
    supplier diversity and local content compliance
    in alignment with Algerian regulations.

2. Procurement Operations

  • Oversee
    purchase orders, bidding processes, and procurement workflows
    .
  • Ensure compliance with
    procurement policies, ethical standards, and Algerian customs/import regulations
    .
  • Manage
    e-procurement systems and digital tools
    for efficiency.

3. Category Management

  • Lead
    category management teams
    to optimize spend and supplier performance.
  • Develop
    cost optimization strategies and benchmarking
    for key categories.
  • Implement
    vendor performance metrics and SLAs (Service Level Agreements)
    .

4. Stakeholder Collaboration

  • Work with
    internal stakeholders
    (e.g., Engineering, Operations, Finance) to align procurement with business needs.
  • Build and maintain
    relationships with key suppliers and vendors
    , ensuring compliance with Algerian market practices.

5. Team Leadership

  • Manage
    Upstream, Downstream, Corporate Procurement, and Category Management teams
    .
  • Develop
    training and succession plans
    for procurement staff.

6. Customs and Local Compliance

  • Ensure
    compliance with Algerian customs laws, import/export regulations, and local content requirements
    .
  • Work closely with
    legal and logistics teams
    to navigate customs procedures and avoid delays.

Qualifications:

Education:

  • Bachelor's degree in
    Supply Chain, Business, Engineering, or related field
    .
    CIPS (Chartered Institute of Procurement & Supply) certification preferred
    .

Experience:

  • 10+ years of procurement experience
    , with at least
    3 years in a managerial role
    .
  • Experience in
    Oil & Gas, energy, or industrial sector
    is highly preferred.
  • Proven track record in
    strategic sourcing, contract negotiation, and vendor management
    .
  • Knowledge of Algerian customs laws and procurement regulations
    is essential.

Skills:

  • Strong
    negotiation, analytical, and strategic planning skills
    .
  • Expertise in
    e-procurement systems, ERP (e.g., SAP Ariba, Oracle), and data analytics
    .
  • Knowledge of
    supply chain risk management and compliance
    .
  • Excellent
    communication, leadership, and stakeholder management abilities
    .

Languages:

  • Fluent in English, French
    (both written and spoken) –
    mandatory
    .
  • Arabic & Spanish
    are a
    plus
    .
