The Lead Procurement Engineer
- Civil is responsible for managing and executing procurement activities related to civil construction materials, equipment, subcontractors, and services required for the project in Adrar. The role ensures timely procurement, cost optimization, quality compliance, and effective coordination with engineering, construction, logistics, and suppliers to support project objectives.

Key Responsibilities
Procurement Planning & Strategy
- Develop and implement procurement strategies for civil construction materials and services.
- Review project specifications, drawings, BOQs, and procurement schedules.
- Prepare procurement plans aligned with project timelines and budgets.
- Identify potential suppliers and subcontractors locally and internationally. Tendering & Supplier Management
- Prepare RFQs, RFPs, and tender documents.
- Evaluate technical and commercial bids in coordination with relevant departments.
- Conduct supplier assessments and prequalification processes.
- Build and maintain strong relationships with approved suppliers and subcontractors. Contract & Commercial Management
- Negotiate prices, payment terms, delivery schedules, and contractual conditions.
- Ensure procurement activities comply with company policies and project requirements.
- Prepare procurement recommendations and award reports.
- Monitor supplier performance and contract compliance. Material & Equipment Procurement
- Manage procurement of civil construction materials including:
- Concrete and reinforcement steel
- Aggregates and backfilling materials
- Structural materials
- Finishing materials
- Temporary works materials
- Construction equipment and tools
- Ensure timely delivery of materials to project sites. Coordination & Project Support
- Coordinate closely with Engineering, Planning, QA/QC, Construction, and Logistics teams.
- Monitor procurement schedules and provide progress updates.
- Resolve procurement-related issues impacting project execution.
- Support project teams with technical clarifications during procurement stages. Cost Control & Reporting
- Identify cost-saving opportunities without compromising quality and project requirements.
- Monitor procurement budgets and expenditures.
- Prepare periodic procurement reports and status updates.
- Track procurement KPIs and supplier performance metrics. Qualifications
- Bachelor's Degree in Civil Engineering.
- Professional certifications in Procurement or Supply Chain Management are an advantage.
- Membership in a recognized engineering body is preferred. Experience
- Minimum 10-15 years of experience in procurement within large-scale construction, infrastructure, industrial, or oil & gas projects.
- At least 5 years in a senior or lead procurement role.
- Experience in EPC, industrial, energy, or large civil construction projects is highly preferred.
- Previous experience in remote project locations is an advantage. Technical Skills
- Strong knowledge of civil construction materials and specifications.
- Expertise in procurement processes, contract administration, and supplier management.
- Proficiency in ERP systems such as SAP, Oracle, or similar platforms.
- Strong commercial and negotiation skills.
- Advanced knowledge of Microsoft Office applications.
