Job Summary:

Lead the
Health, Safety, and Environment (HSE) strategy
for the organization in Algeria, ensuring
compliance with local and international regulations
, risk mitigation, and a culture of safety and sustainability. Oversee all HSE functions, including
operational safety, environmental compliance, health and wellbeing, and emergency response
, with a focus on
Algerian HSE laws and industry best practices
.

Key Responsibilities:

1. Strategic Leadership

• Develop and implement the
  HSE strategy
  for Algeria, aligning with
  business objectives and Algerian regulations
  .
• Drive a
  culture of safety, environmental stewardship, and employee wellbeing
  across all operations (upstream, downstream, and field).

2. Compliance & Risk Management

• Ensure compliance with
  Algerian HSE laws
  (e.g.,
  Law 06-03 on Occupational Health and Safety
  ) and
  international standards
  (e.g., OSHA, ISO 45001, ISO
• Oversee
  risk assessments, audits, and inspections
  to identify and mitigate hazards specific to Algeria's operational context.
• Lead
  process safety management (PSM)
  and
  operational risk assessments
  for local facilities.

3. Operational Safety

• Implement
  HSE programs
  tailored to Algeria's
  oil & gas, refining, and petrochemical operations
  , including:
• Process safety
  (e.g., HAZOP, PHA for gas processing plants, refineries).
• Fire and explosion prevention
  (e.g., compliance with
  NFPA and Algerian fire codes
  ).
• Emergency response plans
  (e.g., coordination with local authorities).
• Ensure adherence to
  Algerian HSE guidelines
  and
  local emergency protocols
  .

4. Environmental Stewardship

• Manage
  environmental compliance
  for Algerian operations, including:
• Emissions reduction
  (e.g., flaring, methane, VOCs) in line with
  Algerian environmental laws and international commitments
  .
• Waste management
  (e.g., hazardous waste disposal per
  Algerian Decree 06-285
  ).
• Biodiversity conservation
  and
  land rehabilitation
  for onshore/offshore sites.
• Drive
  sustainability initiatives
  , such as
  carbon reduction, water stewardship, and circular economy practices
  , aligned with Algeria's
  Energy Transition Plan
  .

5. Health & Wellbeing

• Oversee
  occupational health programs
  , including:
• Medical services
  for field and office employees (e.g., partnerships with local clinics).
• Heat stress management
  and
  H2S safety protocols
  for desert/remote operations.
• Mental health and wellbeing initiatives
  (e.g., EAP programs, stress management).
• Promote
  diversity, equity, and inclusion (DEI)
  in alignment with Algerian labor laws and corporate values.

6. Stakeholder Engagement

Collaborate with:

• Algerian regulators
  (e.g.,
  Ministry of Energy, ARH, APRUE – Autorité de Régulation
  ).
• Local communities
  to address social impact and grievance mechanisms.
• Industry groups
  for best practices and compliance.
• Engage with
  executive leadership, operations, and legal teams
  to align HSE with business goals and
  local expectations
  .

7. Team Leadership

• Lead
  HSE managers, specialists, and auditors
  in Algeria, fostering
  talent development and succession planning
  .
• Develop
  training programs
  (in
  English and French
  ) on:
• Local HSE regulations
  (e.g., Algerian labor laws, industry standards).
• Process safety, emergency response, and environmental compliance
  .
• Build a
  safety culture
  through
  behavioral safety programs
  and
  leadership visibility
  .

8. Local Content & Community Relations

• Ensure compliance with
  Algerian local content laws
  (e.g.,
  Law 08-01 on Hydrocarbons
  ) for
  procurement, hiring, and supplier diversity
  .
• Engage with
  local communities
  on HSE matters, including
  social impact assessments
  and
  CSR initiatives
  .

Qualifications:

Education:

• Bachelor's degree in
  HSE, Environmental Science, Engineering, or related field
  .
• Master's degree or certifications
  (e.g.,
  NEBOSH, ISO 45001 Lead Auditor, OSHA 30
  )
  preferred
  .

Experience:

• 15+ years in HSE
  , with
  5+ years in a senior leadership role
  (e.g., HSE Director, VP HSE).
• Proven track record
  in
  HSE strategy, compliance, and cultural transformation
  in the
  Oil & Gas or industrial sector
  , preferably in
  North Africa or the Middle East
  .
• Experience with Algerian HSE regulations and industry standards
  is
  highly preferred
  .

Skills:

• Strong
  leadership, strategic planning, and stakeholder management
  .
• Expertise in
  HSE regulations (Algerian and international), risk management, and sustainability practices
  .
• Knowledge of Algerian customs, labor laws, and operational requirements
  .
• Excellent
  communication, negotiation, and problem-solving abilities
  .

Languages:

• Fluent in English and French
  (mandatory for
  regulatory compliance, stakeholder engagement, and training
  ).
• Arabic
  is a
  plus
  (for local community engagement).
