Human Resources Manager / Algeria

Job Summary:

The
HR Manager
is responsible for leading the
human resources function
in Algeria, including
talent acquisition, employee relations, learning and development, compensation and benefits, and HR operations
. This role ensures the company
attracts, retains, and develops top talent
while fostering a
positive workplace culture
and aligning HR strategies with business objectives in compliance with
Algerian labor laws and local practices
.

Key Responsibilities:

1. HR Strategy and Leadership

  • Develop and implement the
    HR strategy
    for Algeria, aligning with the company's goals, values, and
    local labor regulations
    .
  • Lead
    talent acquisition, retention, and succession planning
    for critical roles in Algeria.
  • Foster a
    diverse, equitable, and inclusive workplace culture
    in line with Algerian societal norms and corporate values.

2. Talent Acquisition and Mobility

  • Oversee
    recruitment, onboarding, and local/regional mobility
    for technical and corporate roles in Algeria.
  • Develop
    employer branding strategies
    tailored to the Algerian market to attract top local and international talent.
  • Manage
    expatriate programs, work permits, and relocation services
    in compliance with
    Algerian immigration laws and regulations
    .

3. Employee Relations and Engagement

  • Lead
    employee relations, conflict resolution, and workplace investigations
    in accordance with
    Algerian labor laws
    .
  • Implement
    employee engagement initiatives
    , including surveys, recognition programs, and wellness initiatives adapted to the local context.
  • Ensure compliance with
    Algerian labor laws, HR policies, and ethical standards
    .

4. Learning and Development

  • Develop
    training and development programs
    for technical and leadership skills, with a focus on
    local talent development and upskilling
    .
  • Implement
    career pathing, mentorship, and upskilling initiatives
    aligned with Algerian market needs.
  • Manage
    L&D platforms, e-learning, and digital training tools
    in
    English and French
    .

5. Compensation and Benefits

  • Design and administer
    compensation, benefits, and incentive programs
    that are competitive within the Algerian market.
  • Ensure
    competitive salary structures, bonuses, and long-term incentives
    in compliance with local regulations.
  • Manage
    payroll, benefits administration, and compliance
    with Algerian social security and tax laws.

6. Stakeholder Engagement

  • Collaborate with
    executive leadership, managers, and employees
    to align HR with business needs in Algeria.
  • Represent HR in
    cross-functional projects, local partnerships, and organizational changes
    .
  • Engage with
    local authorities, industry groups, and community stakeholders
    to support HR initiatives.

7. Team Leadership

  • Lead the
    HR Business Partners, Recruitment, L&D, Compensation, and HR Operations teams
    in Algeria.
  • Develop
    HR talent and succession plans
    for local and regional roles.

Qualifications:

Education:

  • Bachelor's degree in
    Human Resources, Business Administration, Psychology, or related field
    .
  • Master's degree or HR certification
    (e.g.,
    SHRM-SCP, CIPD
    )
    preferred
    .

Experience:

  • 10+ years of HR experience
    , with at least
    5 years in a senior HR leadership role
    (e.g., HR Manager, HR Director).
  • Proven track record in
    talent management, HR strategy, and organizational development
    in
    Algeria or North Africa
    .
  • Experience in the
    Oil & Gas or energy sector
    is a
    plus
    .

Skills:

  • Strong
    leadership, communication, and stakeholder management skills
    .
  • Expertise in
    talent acquisition, employee relations, and HR digital transformation
    .
  • Knowledge of
    Algerian labor laws, compensation structures, and HR best practices
    .
  • Familiarity with
    HRIS, data analytics, and process automation
    .

Languages:

  • Fluent in English, Arabic and French
    (mandatory for
    communication, compliance, and stakeholder engagement
    ).
