Context

Under the overall supervision of the Chief of Mission (COM) and in coordination with the Regional Thematic Specialist (RTS) for Immigration and Border Governance (IBG) at Middle East and North Africa (MENA) Regional Office, the Programme Officer (IBG) will act as Cooperation on Migration and Partnerships to Achieve Sustainable Solutions (COMPASS) Migration Partnership Fund (MPF) and CAPACITY project manager and will also provide technical assistance to government institutions on IBG and Legal Identity related matters and manage projects related to the mentioned subjects.

Education

  • Master s degree in Migration Law, International Relations, Political Science, Social Sciences, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Proven experience and technical expertise in migration management, with a strong focus on immigration and border governance. This includes Legal Identity (LI), consular support, registration programmes, technical assistance to law enforcement agencies, and cultural mediation support to law enforcement agencies;
  • Experience in the analysis of international and national legal frameworks related to asylum, immigration and border governance;
  • Experience in liaising with governmental authorities as well as with national, international and diplomatic institutions;
  • Sound and proven understanding of internal and international migration issues in the country and in the Region;
  • Experience in organizing consultations, workshops, trainings and seminars with high level Government representatives, UN agencies and stakeholders;
  • In depth knowledge of the broad range of migration related subject areas such as policy and health dealt with by the Organization, including a sound knowledge of Assisted Voluntary Return and Reintegration (AVRR) programmes at both national and regional levels;
  • Knowledge of UN, EU and bilateral donor programming as well as PSP (Private Sector Partnerships);
  • Experience in Programme Support Unit (PSU) functions, including Project Development, Information Management, Donors Liaison, Donors briefings, and reporting;
  • Experience in IOM/UN Project and Budget Management;
  • Experience in IOM/UN Procurement Processes, with a specific focus on high-value equipment purchases and their allocation to government entities or partners;
  • Proven experience in setting up teams and managing recruitment processes; and,
  • Experience in Immigration, Visas and Readmission (IVR) Programmes is an advantage.

Skills

  • Proven ability to establish and maintain strong working relations and negotiate with relevant Government counterparts, international organizations, partners and other relevant stakeholder;
  • Detailed knowledge of the UN System, Non-Government Organizations (NGOs) and other international organizations/institutions operating in Algeria;
  • Knowledge of migration data, migration patterns in Algeria and in the MENA region;
  • Excellent leadership, coordination, and staff management skills;
  • Good knowledge of human and financial resources management;
  • Demonstrated conceptualization, analytical and writing skills;
  • Demonstrated communication, organizational and interpersonal relationship skills; and,
  • Ability to meet deadlines and work under pressure with minimum supervision.

Languages

IOM's official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, and another official UN language (Chinese, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
